Balacer Macefist was a human male and the Commander of the Golden Fortress Military Academy in Eshpurta, Amn, in the Year of the Shield, 1367 DR[1] through at least early 1370 DR, the Year of the Tankard.[3] The Golden Fortress was the primary garrison of the Amnian Army and Balacer Macefist commanded a total of 25,000 troops, officers, instructors, and trainees. Commander Macefist took orders from General Labak Craumerdaun but could act independently to aid the city if needed.[1][2]
