Phen Do was a rebellious noble in Tabot in 1357 DR.[1]


Wanting to return the rule of nobles over Tabot, Phen Do bribed the Chi-Kyap Khempo and influenced the Nafeen Gompa and Zotung Gompa, starting a revolt. Three military divisions were stationed in the area to contain the revolt.

By 1357 DR, he was training his secret army, the Raccoon-dogs, hidden in the mountains east of Nafeen Gompa.[1]
