A lot of these concepts are relative, not absolutes.[]
In the real world, the term "barbarian" (particularly to the Greeks and Romans) originally had a similar connotation to the word "redneck" (though that term can be used with different connotations). Both terms have had connotations of ignorant, unmannered, etc..
Picture a guy walking into a restaurant, bringing his own spittoon, putting his feet on the table, putting chewing tobacco in his mouth, spitting in the spittoon, belching, breaking wind, and yelling at the waitress, "Hey (fill in your favorite derogatory term for a woman here), bring me some food and a beer!".
