My interpretation of the cited text is that you stay in the past time for the entire year, but you come back to your current time 30 days later. So if you cast it on 5 Hammer 1492 DR and declared 1372 DR the year you wanted to visit, you would go to 1 Hammer 1372 DR, stay for an entire year until Nightal 30, and then return to 4 Alturiak 1492 DR. The 30 days is for your current time not how long you stay in the past time. If the wording of this article were correct, it would mean you could only ever visit the first month of any year, and there'd be 11/12ths of past time that was unvisitable.
