The False are souls that committed dread crimes during their lifetimes. They have been judged by Kelemvor and are punished for all eternity when found guilty. Depending on the severity of the crime the punishment varies: from escorting visitors to the The City of Judgment, to unspeakable tortures that would make the most malicious demon cringe.
